First Neet on May 5, 2013 for MBBS


The first-ever National Eligibility-cum-Entrance Test (Neet) for admission to MBBS and BDS courses will be held on May 5, 2013. All the medical and dental colleges in government and private sector across the country have to allot seats in MBBS and BDS courses to students based on merit secured in Neet from the next academic year (2013-14).

This means there will be no Eamcet medical exam next year and Andhra Pradesh students will have to take Neet for MBBS and BDS admissions though the state government is yet to make an official statement to this effect. The Central Board of Secondary Education (CBSE) has been entrusted the responsibility of conducting Neet. The CBSE came out with an official announcement to this effect on Wednesday. Neet was devised to save students from appearing for multiple entrance tests for admission to medical courses every year across the country. A single merit list will be created for the MBBS and BDS seats across the country, which will show state-wise merit list besides OBC, minorities and SC/ST quotas.

The CBSE said that the Medical Council of India and the Dental Council of India have already amended admission regulations and notified in the Gazette of India Extraordinary adopting Neet for entry to medical and dental colleges in the country. Sources in the department of higher education informed that Neet would be confined to arrive at a “merit list” of candidates and the counselling for admissions will be done by the NTR University of Health Sciences as usual. They said that there would be no change in “seat matrix” on account of Neet and all the seats in government and private medical colleges in the state will be allotted only to Andhra Pradesh students.

However, the government is yet to take a decision on adopting Neet for admission to other medical-allied courses such as veterinary, agriculture, horticulture, nursing courses etc. If the government wants to conduct its own test for these admissions, the Inter (BiPC) students have to take the Eamcet medical test. The CBSE will provide Neet questions in Telugu besides English and Hindi for the convenience of Telugu medium students following a request from the state government.

NEET PG 2013 Question Paper Pattern


The Ministry of Health and Family Welfare, Government of India has notified National Board of Examinations (NBE), New Delhi for conducting the National Eligibility cum Entrance Test (NEET) for Postgraduate (PG) Courses commencing in the session 2013.

NBE shall be conducting NEET-PG as a Computer Based Test (CBT).from November 23rd, 2012 to December 6th, 2012 at test centres located at 33 cities across the country. NEET-PG is a mandatory test for gaining entry to MD/MS/PG Diploma Courses at all medical colleges under ambit of PGME Regulation of MCI. No candidate who has failed to obtain the minimum eligibility marks as prescribed, shall be admitted to any Post Graduate course.

The National Board of Examinations (NBE) was established in 1975 by Government of India with the an aim to improve the quality of the Medical Education by establishing high  and uniform standards of postgraduate exams in modern  medicine  on  All  India  Basis  and  utilizing  existing  healthcare infrastructure for capacity building.

NBE conducts entry and exit examinations at Postgraduate and Post Doctoral level and licensing examinations as Screening Test for Indian Nationals with Foreign Medical Qualifications. Ministry  of  Health  and  Family  Welfare,  Government  of  India  has  notified NBE for  conducting the National Eligibility-cum Entrance Test for Post Graduate courses (NEET-PG).

NEET-PG is the eligibility-cum-ranking examination prescribed as the single entrance examination for admission to MD/MS/PG Diploma Courses in medical institutions recognized for running these courses under the ambit of PG Medical Regulations notified by Medical Council of India. 

NEET-PG examination for admission to MD/MS/PG Diploma Courses session 2013-14 would be conducted from 23 November 2012 to 06 December 2012, which is referred to as the testing window. Candidates can register and schedule for appearing in the NEET-PG examination online only through the website

Eligibility Conditions for NEET-PG 2013: 
Candidates possessing a MBBS degree/Provisional MBBS Pass Certificate recognized as per the provisions of the Indian Medical Council  Act  1956  along with a permanent/provisional registration certificate of MBBS qualification issued by the MCI or State Medical Council and have completed one year of internship/likely to complete the  internship  on  or  before  31 March 2013, can apply  for NEET-PG 2013.
NOTE: Candidates who would complete/likely to complete their internship after 31/03/2013 need  not  apply.

Rs. 2750 (for SC/ST/PWD candidates) 
Rs.3750 (for General/OBC candidates)
The non-refundable fee has to be paid by purchasing a Composite Information Bulletin-cum-Examination Fee Voucher from selected Axis Bank branches. 
A unique serial number on the Information Bulletin-cum-Examination Fee Voucher is available underneath the scratch panel. This number should be entered on the NEET-PG website for online registration and scheduling process.

How to Apply: Online Registration process for the exam will begin from 04/10/2012. Last Date to register Online is 12 November 2012 (2359 hrs)  

During registration, candidate would be required to:
1. Create a profile.
2. Fill out the NEET-PG application.
3. Schedule test.
Estimated time to complete this process is 15 minutes.

To register for the NEET-PG 2013, go to www.nbe.gov.in/neetpg and click “Register for NEET-PG” link.  Fill in all the asked details in the application form and click preview. A confirmation screen will appear. Read the confirmation screen to make sure all information is correct. If something is not correct, click Edit, make the required corrections and submit the application.

On successful submission of online Application, a copy of the application will be emailed to the candidate within 24 hours to the specified email address.

Once the application has been successfully submitted, candidate can schedule an appointment to take the NEET-PG. 
Although, candidates have the option of choosing their examination centre, availability of the test centre (venue) on the date and time would be on first come first served basis and candidates will only be shown available sessions. Once the exam is scheduled, request for change of centre would not be entertained.

At the end of Registration and Scheduling process, an acknowledgement would be generated and sent at the registered e-mail ID of the applicant. Print out of this acknowledgment constitutes the Admit Card-cum-Confirmation Slip. Candidate is required to affix his/her latest passport size photograph on this acknowledgement and bring it to the Test centre along with an identification document. The name of the candidate in the identification document shall be the same as that in the Admit Card-cum-Confirmation Slip.

The NEET-PG may be taken during the window of 23 November 2012 – 06 December 2012. There will be two sessions each day – at 10 a.m. (forenoon) and at 3.15 p.m. (afternoon). Each candidate is required to appear in one session during this testing window on the particular date. 

Result: The results for NEET-PG 2013 shall be declared by 31 January 2013. The result will be displayed at NEET-PG website

Maiden NEET PG Online registration process started


The registration process for the first ever National Eligibility cum Entrance Examination for Postgraduate (NEET-PG) courses started on 04 Oct. 2012. The application has to be filled online, candidates after paying the application fee voucher at designated Axis Bank Branches will be provided with an unique voucher number. The voucher number is required for proceeding further for the online registration.


As notified earlier NEET-PG is a Computer Based Test (CBT) which will be held during 23rd November – 6th December 2012. The examination will be conducted by Prometric an educational testing services company which is a wholly-owned subsidiary of Educational Testing Service (ETS) which conducts GRE, TOEFL etc. Prometric also conducts CAT (Common Admission Test), an entrance test for management courses in IIMs & Non IIMs.


Last date to apply for NEET-PG is 12 November 2012.

Exempt State from NEET for PG medical courses: Jayalalithaa


Chief Minister Jayalalithaa has expressed surprise and distress over the Centre’s “unilateral” decision to conduct a National Eligibility-Cum-Entrance Test for Postgraduate courses in medical colleges for 2012 as it would come in the way of implementing the State’s reservation policy.

In a letter written to the Prime Minister Manmohan Singh on September 30 and released to the media on Monday, Ms. Jayalalithaa said the State took strong objection to the Centre’s move as it would put rural students from poor socio-economic background at a disadvantage due to lack of geographical and financial access to requisite training institutions and material. While reiterating that Tamil Nadu should be exempted from the test and allowed to continue with the existing system for admission to UG/PG medical seats, she said the unilateral decision was taken without taking into account the State’s protest and in spite of the stay obtained against the eligibility/entrance test in the Madras High Court. Besides, the Chief Minister said, the Union Minister of Health and Family Welfare had assured the States that they would be consulted and their views considered before any policy decision was evolved.

The Tamil Nadu government had given its views specifically stating that the entrance test would interfere with the rights of the State in administering its reservation policy. Even after repeated requests, it was now clear that the Centre had not considered their case and had gone ahead with the decision to implement it, Ms. Jayalalithaa noted. She said Tamil Nadu had reserved 50 per cent of its medical postgraduate seats for doctors who had completed three years of rural service, with special weightage for those working in hilly and tribal areas. To meet the need for specialist medical manpower, the State obtained and enforced bonds from those completing postgraduate education in government medical colleges.

“It will be legally difficult to implement these policy initiatives if a common entrance test is introduced as we have to fall in line with the regulations of the National Test, which may not have such enabling provisions,” she said.

NEET-PG online registration begins on a chaotic note


HYDERABAD: The first day of the application process for NEET-PG entrance examination for admissions to post-graduate medical seats, started on a chaotic note. Not only did the online registration for the examination was glitch-ridden, candidates also complained that the bank they were meant to pay up the examination fee was ill-equipped to handle the huge rush.

The procedure to register for NEET requires candidates to first pay up the examination fee at an Axis bank branch (three branches in the city have been notified) and then register for the examination online, using the voucher given to them by the bank. However, candidates said they had faced problems on both counts. While many students had a problem at the bank as they were unable to get vouchers, most complained of problems during online registration. About 80,000 to 1 lakh candidates are expected to write the newly-introduced PG entrance examination from across the country. An estimated 15,000 candidates will be writing the examination from the state.

The website for registration was inaccessible for most candidates in the city as the server was down due to overload. NEET-PG exam registration is being held from October 4 to November 12. The examination dates are from November 23 to December 6.

Candidates who managed to register themselves for the computer-based examination said that they could not opt for test centres within the state or in neighbouring states. While there are three test centres in the state including two in Hyderabad and one in Vizag, the only available options for several test takers from the state were Guwahati, Patna and Raipur.

Worried candidates stated that NEET-PG, which comes under the purview of National Board of Examination, is the only entrance examination for higher studies in medical education that would guarantee an MD. "The Centre has done away with all the state-level medical PG examinations and hence, NEET is the only chance to get an MD. As there is too much at stake, all candidates are worried about the technical glitches on the first day of registration as they fear that such glitches could surface even on the examination day," said a candidate on the condition of anonymity.

Testing company Prometric is responsible for the online registration of candidates and also for the conduct of NEET-PG examination. Prometric also conducts computer-based Common Admission Test (CAT) for admissions into B schools. Candidates said that Prometric has been rather vague about various aspects of the examination including scoring. "There is no clarity on the syllabus for NEET. Besides, in spite of repeated queries from candidates, Prometric has not revealed the process of scoring though they have vaguely referred to an 'equating and scaling' process of evaluation," said a candidate.

The national board of examination had announced that NEET-PG will be held in January, 2013, however, the examination was advanced to November, candidates rued. "We were given hardly any time to prepare for the examination. It's the moral responsibility of the central government to make sure that no errors creep into the conduct of NEET-PG," said a candidate.

Counseling and Allotment of Seats for NEET-PG


Qualifying Criteria
In order to be eligible for admission to any postgraduate course in a particular academic year, it shall be necessary for a candidate to obtain following percentiles. The percentile shall be determined based on highest scaled scores secured in the All-India common merit list in ‘National Eligibility-cum-Entrance Test’ for Postgraduate courses.

1. General - 50% Percentile
2. SC/ST/OBC - 40% Percentile
3. PWD - 45% Percentile

Validity of NEET-PG Result
The validity of the result of the NEET-PG shall be only for the current admission session i.e. 2013 admission session for MD/MS/PG Diploma courses and cannot be carried forward for the next session of admissions for MD/MS/PG Diploma.

Counseling Details
The allocation of seats for MD/MS/PG Diploma courses 2013 Admission session in various medical institutions /medical colleges under ambit of PGME Regulations shall be undertaken as per procedure as prescribed in PG Medical Education Regulation.

The reservation of seats in medical colleges/institutions for respective categories shall be as per applicable laws prevailing in States/ Union Territories. An All India Merit List as well as State-wise merit list of the eligible candidates shall be prepared on the basis of scaled scores obtained in National Eligibility-cum-Entrance Test and candidates shall be admitted to Post Graduate courses from the said merit lists only.

No candidate who has failed to obtain the minimum percentile as prescribed in the Regulation above shall be admitted to any Postgraduate courses in the said academic year.

Allotment of Seats
In non-Governmental medical colleges/institutions, 50% (Fifty Percent) of the total seats shall be filled by State Government or the Authority appointed by them, and the remaining 50% (Fifty Percent) of the seats shall be filled by the concerned medical colleges/institutions on the basis of the merit list prepared as per the scaled scores obtained in National Eligibility-cum-Entrance Test.”

In Government medical colleges/institutions, 50% of the total seats shall be filled by State Government or the Authority appointed by them, and the remaining 50% of the seats shall be filled All India level as per NEET PG Merit position only

Reservations
3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotory disability of lower limbs between 50% to 70%. 

  • In case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to 50% - before they are included in the annual sanctioned seats for General Category candidates.
  • An all India merit list as well as State-wise merit list of the eligible candidates shall be prepared on the basis of marks obtained in National Eligibility-cum-Entrance Test and candidates shall be admitted to Post Graduate courses from the said merit lists only.
  • Weightage in the marks may be given by the Government /Competent Authority as an incentive at the rate of 10% of the marks obtained for each year of service in remote and /or difficult areas upto the maximum of 30% of the marks obtained in National Eligibility-cum-Entrance Test.
  • 50% of seats in Post Graduate Diploma Courses shall be reserved for Medical Officers in the Government service, who has served for at least three years in remote and/or difficult areas. After acquiring the PG Diploma, the Medical Officers shall serve for two more years in remote and/or difficult areas as defined by State Government/Competent authority from time to time.
